Can a department chair raise the salaries of ‘all’ (lecturers, assistant professors, etc.)?

This is on page 60 of the IUPUI Faculty Guide. It has two relevant sections: IUPUI Campus Salary Policy for Faculty and Librarians, and then Policies for Cash Bonuses for Academic Appointees at IUPUI (pp. 6061).
There are two general considerations: a) if the money is a one-time event (‘cash’) or an increase to base salary (this would be a ‘raise’); and b) if it is individual to a person, or it is to all people in one category (e.g. “to Lecturers in department.”).
If the ‘additional money’ is one-time AND specific to an individual, it would fall under the “Policies for Cash Bonuses.”
If the ‘additional money’ is for base salary AND specific to an individual, it would fall under the annual
Trustee guidelines for the raises pool and be subject to the Faculty and Librarian Annual Reviews policy

Where an individual’s salary seems biased (that would be an ‘equity’ raise, contact OEO) Upon promotion to a higher rank
If the additional money is intended for all people in a category, there is no current policy to cover a cash bonus (other than the Policies for Cash Bonuses).
For an increase to base salary, there might be justification in the equity / bias (contact OEO), or in a market analysis (e.g. salary compression compared to new hires, a drift away from comparable salaries elsewhere).
All raises are managed by the unit’s fiscal officer (to be built into the budget), and the Dean, and for circumstances outside the normal annual review process or a one-time bonus managed by the Policies for Cash Bonuses, OEO, and then taken to EVC Johnson by the Dean.
